I strongly believe in feedback primarily because most people make decisions based on your current feedback score. With that said I always leave feedback. If I'm the buyer I always leave feedback after the item was arrived, and I await the seller to leave me feedback. I expect the same when I'm the seller.

Shipping information
You’ll find my shipping and handling listed with in each of my auctions. USPS Priority mail is my primary shipping source. However, the size and location of an item may determine the final shipping method. If USPS Priority mail is not used then an alternative source will be used, typically UPS or FedEx
Feedback
Feedback is an essential part of Ebay. For instance, some sellers will not allow you to bid until you reached a given number of positives. On the forums you cannot post freely until you pass a rating of 10 positives. Not to mention when people are buying from you they look at your feedback before they make a decision. With this said I follow two main rules when giving feedback.
If I’m the buyer: I wait until I receive the item, once I’ve received the item in good condition then I leave the seller appropriate comments, and positive feedback. Then, as usual, I await the seller to do the same to me.
If I’m the seller: The role has changed but not the format. I wait for the buyer to give me feedback, and then I leave them feedback.
I ask for feedback from everyone who buys from me, as I will give you feedback =]
