Upon finally receiving such a deliquent total payment (i.e., beyond ten (10) calendar days from the auction's end date and time), a separate bill for the accrued penalty will issue via PayPal. While I DETEST shipping charges, since eBay recently placed the burden of deciding to insure products on the seller instead of the buyer, I must now charge shipping to cover insurance costs. On occasion, I will still offer free shipping specials, but eBay has ensured those will be fewer and further apart.
