I always cahrge only actual postage costs with no handling fees. Often I cannot calculate the exact cost prior to the end of the auction, so in those cases I refund any overcharge via Paypal after I've been to the post office.
Return policy
I always want happy customers. Within a week of receiving the item you may return it. I refund 100% and lose money that way, but it's better for everybody.
